Huang（1998‘）文章中的一个瞬时频率如何理解？

在huang（1998’）的文章中，介绍了瞬时频率的概念，给出了一个简单的例子，里面的Fig.1,还有一段文章介绍，The phase plot of x-y is a simple circle of unit radius ,and the phase funtion is a straight line.如何理解？
